The DENR has recently approved and issued DAO 2016-08 - Water Quality Guidelines and General Effluent Standards of 2016
which took effect yesterday, June 14, 2016.
Below are the salient points of DAO 2016-08:

Covers both Water Quality Guidelines (WQG) and General
Effluent Standards (GES)
·
New parameters have been added and some
parameters are more stringent that the previous DAO
·
In effect, DAO 1990-34 and 1997-23 relating to
WQG are already repealed while DAO 1990-35 relating to Effluent Standards is
modified
·
Coverage
include: freshwaters, marine waters and groundwater
·
The DAO provides a list of significant effluent
quality parameters per Sector (Note: parameters that are not on the list but
are significant should still be included in the monitoring. Conversely, parameters
that are not expected in a company’s material or waste streams may request for exclusion.
The DAO provides the process for such request.)

The DAO has provision for a 5 year grace period
to be able to comply with the GES, within which period, a moratorium is in
effect which includes issuance of cease and desist and / or closure order,
fines, and other penalties against establishment’s operations. Note however,
that DAO 35 remain in effect for parameters that have more stringent
requirements in the new GES.
