PACIFIC SPECTRUM ENVIRONMENTAL Research and Consultancy, Inc. (PSEnvi) was formed in July 2001 by a group of environmental professionals coming from the various fields of science and engineering. The members of the group initially met years ago at the University of the Philippines-Diliman. Most have been involved in environmental engineering research and consultancy projects undertaken for various industrial companies and government institutions working as project managers or technical associates. PNP Update / Advisory - 60-day Moratorium effective from December 09, 2015 to February 09, 2016 on PNP’s list of 41 chemicals on commonly used chemicals

Dear Valued Clients,

We would like to provide you an update on the latest regulations pertaining to PNP Controlled Chemicals, courtesy of friends from the industry and SEIPI.

Below is a summary:

  • PNP has issued a 60-day Moratorium effective from December 09, 2015 to February 09, 2016 on PNP’s list of 41 chemicals on commonly used chemicals (except for explosives, explosive ingredients, chlorates, nitrates, and nitric acid). 
  • All chemicals covered by the moratorium will not require permits, submission of monthly reports, escort service and fees.
  • There will also be no confiscation of stocks.
  • The chemicals under the 41 list that will NOT be covered by the moratorium will still require reportorial reports and escorts, but NO more escort fees (for confirmation with PNP Crame). Chemicals include the following: black powder, composition 4, delay compound, di-nitro-toluene, emulsion matric, m201 fuse, nitrocellulose, phosphorous, picric acid, propellant charges, slurry blast agent, slurry powder, sulfur powder, and tetryl.

Chemical Spill in Bagumbayan, Quezon City Dated November 23, 2015

Did you smell the awful solvent (like Rugby Contact Cement) earlier this morning (As I write this, it's already 2:16AM)? Local government officials reported that this is caused by a chemical spill in a plastics manufacturing facility located in Bagumbayan, Quezon City. If you are not familiar with the area, Eastwood is located within Brgy. Bagumbayan.

According to initial reports, the spill occurred around midnight of November 23, 2015. It is not clear what chemical caused the stench, but according to the Traffic Command Center of Pasig, it is one of the raw materials for manufacturing plastic. There have been no reports of death or injuries. I just hope it stays that way.

These spills may be a result of any of the following;

  • Freak accidents
  • Human error
  • Dilapidated equipment
  • Use of wrong equipment or tools
  • Damaged hoses
  • Unsafe practices Equipment failure
These chemical spills may cause a lot of money on the company not to mention the possibility of litigation and closure. 

Remember, always stay safe. Borrowing from a company's safety slogan: 'Safety isn't expensive. It's priceless.'

Special PNP Update: PNP Crame Allows Issuance of Temporary Permit Valid from July 24, 2015 to October 31, 2015

Dear Valued Clients,

In response to the problems that commercial and industrial establishments have been facing with the processing of permits related to explosives and explosive ingredients with the PNP, the PNP has responded with a temporary solution to allow the processing of a “ONE TIME” Temporary Permit which will be valid only from July 24, 2015 to October 31, 2015. This Temporary Permit may be issued by the PNP Central Office (Crame) even without a valid License (Purchaser, Dealer and/or Manufacturer). The Temporary Permit that one can apply for may include one or all of the following:
  • Temporary Permit to Purchase and Move Explosives/Explosive Ingredients
  • Temporary Permit to Import
  • Temporary Permit to Unload
  • Temporary Permit to Export

Establishments who will avail of this Temporary Permit will have the opportunity to secure a temporary permit within a period of 2-3 weeks from date of submission of complete documents to the PNP Crame. In contrast, the current process of applying for these permits (i.e. Purchase and Import permits) require the processing and issuance of endorsements from the Provincial and Regional Offices before it is accepted for processing with the PNP Crame which typically takes around 4-8 weeks and the prerequisite includes a valid License (Purchase, Dealer and/or Manufacturer).

So, if you are having problems with your importation and unloading, exportation and/or local purchases, we encourage you to take advantage of this opportunity.
