Dear Sir/Ma’am:

In line with the improvement of systems and processes of the Firearms and Explosives Office, all EMD stakeholders are now allowed to submit their application for radio message via email emdfeocsg@pnp.gov.ph together with the necessary documentary requirements. Kindly indicate in your letter request your forecast deliveries (dates, quantities, list of controlled chemicals & prospective suppliers) for 60 days. However, said report must be sent utilizing the email address of licensee’s authorized representative which has to be specified through a written declaration.

For low risk chemicals, report shall be submitted immediately to Chief, FEO (Attn: Chief, EMD) after the delivery of the controlled chemicals for monitoring and records purposes via email.

For the transportation of high risk controlled chemicals, police escort is mandatory, hence, coordination with EMD is a must for all deliveries that transcend from one region to another and for NCR. For movement and transportation of controlled chemicals within same region kindly coordinate with the concerned local police.

PNP Update: Monthly Consumption Report Submission

Dear Valued Clients,

We would like to provide you the announcement by PNP Explosives Management Division as indicated from the email they sent.

As an option, license and permit holders are now allowed to submit their monthly consumption reports via email. If a proponent opts for this electronic submission, the report you submit will not be physically stamped as “Received” anymore. PNP will post a list of companies who submitted online at Crame office which will be their basis for allowing compliant companies to renew their licenses and secure permits (to import and/or purchase).

Meanwhile, PNP still allows the submission of notarized hard copy of the monthly consumption reports for proponents who prefer to have their reports stamped as “Received”. For proponents who prefer this, the normal process of attaching copies of the complete reports in the renewal applications shall apply.

WE ARE HAPPY TO INFORM YOU THAT THE IRR OF RA 9516 FOR CONTROLLED CHEMICALS WAS SIGNED BY THE C, PNP ON JUNE 6, 2016 AND APPROVED BY SILG ON JUNE 9, 2016. SCHEDULED PUBLICATION OF THE SAID IRR TO THE OFFICIAL GAZETTE WILL BE ON JULY 25, 2016 AND THE IMPLEMENTATION OF THE IRR WILL BE ON AUGUST 9, 2016.

EMB Update: Comparison of DAO 2016-08 General Effluent Standards of 2016 with DAO 1990-35

Dear Valued Client,

As a follow to our last update on DAO 2016-08 and for your appreciation, please find below Table 1 showing a comparison between DAO 1990-35 and the new DAO 2016-08. In summary, heavy metals have stricter standards while some conventional parameters such as pH range, TSS and surfactants are more lenient.

Table 2 presents the additional parameters in the new DAO which finds the inclusion of nutrients, other metals, fecal coliform, BTEX, TCE and pesticides.

EMB Update: DAO 2016-08 Water Quality Guidelines and General Effluent Standards of 2016

Dear Valued Clients,

The DENR has recently approved and issued DAO 2016-08 - Water Quality Guidelines and General Effluent Standards of 2016 which took effect yesterday, June 14, 2016.

Below are the salient points of DAO 2016-08:

·         Covers both Water Quality Guidelines (WQG) and General Effluent Standards (GES)

·         New parameters have been added and some parameters are more stringent that the previous DAO

·         In effect, DAO 1990-34 and 1997-23 relating to WQG are already repealed while DAO 1990-35 relating to Effluent Standards is modified

·          Coverage include: freshwaters, marine waters and groundwater

·         The DAO provides a list of significant effluent quality parameters per Sector (Note: parameters that are not on the list but are significant should still be included in the monitoring. Conversely, parameters that are not expected in a company’s material or waste streams may request for exclusion. The DAO provides the process for such request.)

·         The DAO has provision for a 5 year grace period to be able to comply with the GES, within which period, a moratorium is in effect which includes issuance of cease and desist and / or closure order, fines, and other penalties against establishment’s operations. Note however, that DAO 35 remain in effect for parameters that have more stringent requirements in the new GES.

PNP Update: Extension of Moratorium for Controlled Chemicals

Dear Valued Clients,

We would like to inform you that the PNP has formally informed the Bureau of Customs and the COMELEC of the extension of the Moratorium on controlled chemicals until such time that the DILG shall finalize and approve the IRR for the controlled chemicals.

Essentially, all chemicals under the moratorium shall not be regulated by the PNP during the extension period subject to the conditions stated in the letter.

PNP Update - Announcement Re Application for Licenses of Manufacturers, Dealers and Purchasers of Controlled Chemicals

Dear Valued Clients,

Below is an extract of the original text message (emphasis added) of Col. Gongon (PNP-EMD) to SEIPI Members which we got from a generous client which we would like to share with you all (Note: Thanks and acknowledgement to the source).

We shall inform you once the PNP has officially released the IRR.

"In view of the impending implementation of the IRR on Controlled Chemicals, all stakeholders involved in the manufacturing, dealing or purchasing of controlled chemicals are encourage to submit their applications for license starting May 11, 2016. Though said proposed IRR is still due for approval and publication, the early submission of requirements stated therein will allow EMD personnel to process projected bulk applications so as to release it on time. Please be reminded that requirements, to include chemicals to be considered, must be based on the list provided by said IRR. Aside from all mandatory documentary requirements, all applicants are also encouraged to submit digital copy or file copy of each requirement in PDF format. This will facilitate immediate processing of applications.
