To secure an ECC from the EMB, one needs to conduct an environmental impact assessment or EIA of the proposed project (or existing project if it is operating without an ECC).
The environmental impact assessment includes a description of the existing environmental conditions of the proposed location. Environmental Management Bureau EMB Environmental Permitting Requirements
The Philippine Environmental Management Bureau (EMB) is a line agency under the Department of Environmental and Natural Resources which implements the pollution control policies in the country. The EMB's mandate includes the monitoring of companies in the issuance of permits for pollution discharges such as the following:

Environmental Compliance Certificate (ECC) Requirements in the Philippines for New Projects
The Philippine Environmental Impact Assessment System (PEIAS) requires all new environmental-critical projects to conduct an environmental impact assessment (EIA) where results shall be written in either an Environmental Impact Statement (EIS), Initial Environmental Examination Report (IEER) or an Environmental Performance Report and Management Plan (EPRMP) and submitted to the Environmental Management Bureau (EMB) to secure an Environmental Compliance Certificate (ECC).
